LEGO train wheels come in two variants: with and without a flange. The diameter of the wheel is 30 mm.
In a real (steam) train, the counterweight makes the drive system work more efficiently. For a LEGO train it is not really necessary, but you can connect the train wheels -just like in a real steam train- with the pin hole on the other side of the wheel than the counterweight. Then, in addition to the two pins, you're probably also looking for LEGO® 4629920 - Link 1 x 6.
