Although Brock Rumlow appeared to be a highly-trained S.H.I.E.L.D. agent who often worked alongside Captain America and the Black Widow, he was secretly loyal to the evil HYDRA organization. When HYDRA attempted to take over S.H.I.E.L.D., Captain America’s team saved the day, and Rumlow was badly scarred by a crashing helicarrier during the fight. Escaping imprisonment, he put on a mask and became the villain known as Crossbones.
