Unagami is the ruler of the videogame 'Prime Empire'. He was created as the AI of the game before it was shut down by Milton Dyer. During this time, he created Okino, and started trapping players in the game (including Jay). He planned to return to the real world by using the energy from the players trapped in the game, and sent his Red Visors after the ninjas when they tried to stop him. He can also take the form of the empire dragon. He was eventually defeated and peacefully reunited with his old creator.
